    That this Ard Fheis supports the Cearta (Charter for Change) campaign and fully endorses the Charter for Change as a statement which upholds the human and civil rights of all people equally. We believe that the realisation of this charter is the key to reclaiming and restoring the rights of all Irish people.

    Sinn Fein fully endorses the stand taken by the residents groups in their opposition to triumphalist and sectarian parades. Loyalist parades intending to pass through nationalist areas should be permitted to do so only when they have engaged in negotiations with and obtained the consent of the local community. Such consent should not be withheld unreasonably.

    Recognising the crucial importance of direct dialogue between host communities and the Loyal Orders this Ard Fheis supports the ongoing efforts of the Bogside Residents Group to reach agreement with the Apprentice Boys Organisation over contentious marches in Derry, That this Ard Fheis believes the recent appointments to the Parades Commission reinforces the belief of the nationalist community that this body is incapable of making an impartial contribution to the search for accommodation.

    Accepting that the right to march must be balanced by the rights of host communities, that this Ard Fheis upholds the right of host communities to withhold consent if agreement cannot be reached on any proposed Loyal Order parade.

    Believing that the Sinn Fein peace strategy has focused unprecedented international attention on the true nature of the conflict, that this strategy has succeeded in establishing contacts with many spheres of influence in Ireland and abroad hitherto denied, and, that Sinn Fein has broken down many barriers to dialogue within the unionist community, that this Ard Fheis recognises the efforts of the Sinn Fein leadership to move us towards an agreement based on equality and justice for all the people on this island.

    That this Ard Fheis recognise the benefits of inter-community exchanges between north and south communities and encourages all areas to engage in these.

    Recognising the integral role of the RUC in bolstering the Six-County statelet through its repression of nationalists and republicans, that the admission from the RUC that it ignores or colludes with criminal elements in order to infiltrate and gather intelligence on our communities is evidence of its incapability to provide an impartial and accountable policing service, and, that the influence exerted by Ronnie Flanagan in the expulsion of Sinn Fein from talks highlights the political nature of this force that this Ard Fheis calls for the disbandment of the RUC as part of the fundamental constitutional and political change which must inevitably take place as part of an agreed settlement.

    That this Ard Fheis calls for the immediate disbandment of the RUC to be replaced by a new policing service. In the interim a police commission must be established to over see the disbandment of the RUC and the creation of a new service which reflects a civilian ethos.

    This Ard Fheis calls on the British Government to support and facilitate lrish language radio and television programmes and lrish language print media in order to service the Irish language community in the Six Counties on a fair and equitable basis.

    To this end we demand the establishment of an Irish language broadcasting fund similar to those for Welsh and Scots Gaelic; financial and technical co-operation in programme production for Teilifís na Gaeilge and action to ensure that Teilifís na Gaeilge can be received throughout the six counties; and financial assistance for Irish language publications; including an increased grant for the newspaper, Lá.

    This Ard Fheis demands that the British Government recognise the Irish language as the native language of the Irish speaking community in the Six Counties and as the official language of the nationalist heritage.

    Towards this end, we demand that statutory official status is given to the Irish language through the following means:

    a) the signing of the European Charter for Regional and Minority Languages by the British government:

    b) legislation to give official status to the Irish language, along the lines of the Welsh Language Act (1967) and the Welsh Language Bill (1993) c) the establishment of an Irish Language Board (Borg Gaeilge) for all Ireland; d) a bilingual policy in every aspect of the functioning of the state in order to treat Irish on a basis of equality.

    Sinn Fein supports the call by the Hamill family for an independent inquiry into the killing of Robert Hamill in Portadown. Sinn Fein notes that the RUC personnel who were present at his murder and that the Hamill family have been actively obstructed and threatened and intimidated by the same force in their attempts to achieve justice.

    This Ard Fheis believes that asylum seekers and immigrants should be accommodated where possible by this state and treated with the same respect that Irish people receive abroad as a matter of routine.

    This Ard Fheis reiterates Sinn Fein's opposition to the continuing rise of racism in our country and will actively support a broad based campaign to counter such racism.

    Sinn Fein views with concern the increasing emergence of openly racist sentiment in Ireland. We support the calls for an immediate amnesty for all asylum seekers in the 26 counties. Sinn Fein will work for the achievement of the optimum position of no restriction on immigration in Ireland.

    Considering this country's history of emigration Sinn Fein deplores all attempts to limit the numbers of political and economic refugees into the country and supports the full integration of the aforementioned refugees into society

    That this Ard Fheis is opposed to the use of Garda checkpoints in Co. Louth to harass foreign nationals in an apparent anti-refugee drive.
