    That this Ard Fheis call on the UN to end the situation whereby the five permanent members of the Security Council have a veto on all matters that arise there.

    Sinn Fein re-affirms our opposition to the aggressive imperialist foreign policy of the US. Its support for terrorist states in Indonesia, Turkey and Israel. Its sponsoring of the worldwide arms trade. Its blockade of Cuba. Its domination of the UN. Its atrocious record of intervention both overt and covert in Central and South America which has hindered the development of justice and peace there.

    That this Ard Fheis calls for a halt to the current negotiations on the Multilateral Agreement on Investment (MAI) which will limit the ability of governments - particularly in developing countries - to have control over foreign investors and the activities of multinational corporations.

    Negotiations should be resumed in the international public arena and involve all parties to be impacted upon by the MAI including NGOs, regional authorities, local government representatives and most importantly developing countries.

    Believing that the people of East Timor have a right to self-determination and that this can be achieved through dialogue. This Ard Fheis calls upon the Indonesian government to release Xanana Guismao and all the other Timorese leaders in order to create a climate for the peaceful resolution of the East Timorese question. Sinn Fein also supports the initiatives of President Nelson Mandela of South Africa and of the U.N. to secure a peaceful settlement of the issue.

    Noting the near collapse of the peace process between the Israeli government and the Palestinian authority and that 131 members of the UN General Assembly regard the intransigence of the Netanyahu government as being primarily responsible for the state of affairs. Sinn Fein calls upon the Israeli government to :

    (a) Stop the expropriation of ancestral Palestinian land.

    (b) Withdraw from Palestinian areas in the West Bank as well as withdraw from South Lebanon and the Golan Heights

    (c) Release all Palestinian political prisoners

    (d) Create the conditions for the full implementation of the Hebron and Oslo Accords.

    That this Ard Fheis welcomes the progress that has been made towards the resolution of the conflict over Western Sahara, including the final agreement reached between he contending parties to implement the joint OAU/UN settlement plan, making possible the holding of a free and fair referendum under the authority of the UN in co-operation with the OAU.

    That Sinn Fein congratulates the leaders of both parties on their efforts to find a just and lasting resolution in accordance with the inalienable right of the Saharawi people to self-determination.

    That this Ard Fheis calls on Bill Clinton, US President to abandon his Thatcher like policy toward the Cuban people. We call on him to invite Fidel Castro to the While House on (for example) Jose Marti day to begin the process of inclusive negotiations. The economic blockade of Cuba and the hardship, misery and deprivation of the Cuban people must be ended.

    Sinn Fein through its leadership will raise these issues with the US administration at every appropriate opportunity.

    That this Ard Fheis deplores the recent imprisonment by the Spanish government of the national leadership of the Basque party, Herri Batasuna and calls for their immediate release. We support the ongoing struggle for Basque independence.

    That this Ard Fheis deplores the political trial, and sentencing to seven years imprisonment of the whole National Executive of Herri Batasuna and we call upon the Spanish government to create the conditions for a peaceful negotiated settlement leading to Basque self-determination .

    This Ard Fheis sends solidarity greetings to the imprisoned leadership of Herri Batasuna and calls on the Spanish government to release them immediately without charge.

    This Ard Fhéis expresses horror at the recent massacre in Chenalho (Mexico).

    It calls on the Ard Fhéis to express its concern to President Zedillo about the massacre.

    It further calls on the Ard Chomhairle to ask President Zedillo to ensure a full, independent, international, judicial enquiry is carried out at all levels, including state and national levels.
